A BILL to amend and reenact §§ 54.1-3454 and 54.1-3456.1 of the Code of Virginia, relating to Drug Control Act; Schedule V; gabapentin. It is also used with other seizure medicines for partial onset seizures in patients 3 years and older. Gralise (gabapentin) is only used for pain after having shingles (postherpetic nerve pain). It should not be used for any other medical condition. Gabapentin isn’t considered a controlled substance by the federal government. But several states have passed their own laws limiting the prescribing and sale of it. Eight states have made gabapentin a schedule V controlled substance. Gabapentin, a Schedule V drug in the Commonwealth, had previously been considered a “drug of concern” in Virginia. The 2019 Virginia General Assembly passed HB2557, which classified gabapentin as a Schedule V controlled substance as of July 1, 2019. On July 1, 2019, veterinary establishments that possess gabapentin must take a complete and accurate inventory of this drug at the opening of business in accordance with §54.1-3404 and maintain compliance with 18VAC150-20-190 for a Schedule V controlled substance. Recent changes to Virginia’s Controlled Substance Rules and Regulations have changed. Effective July 1, 2019: • Updates Schedule V to classify gabapentin as a Schedule V controlled substance. • Removes gabapentin as a drug of concern. We compared two interventions including (1) class V scheduling of gabapentin and (2) gabapentin inclusion in the state PDMP using a control group of similar states. The Schedule V change for gabapentin was implemented in three states including Kentucky, Tennessee, and West Virginia (Table 1). These three states were all among the top quartile § 54.1-3446.Schedule I. The controlled substances listed in this section are included in Schedule I: 1. Any of the following opiates, including their isomers, esters, ethers, salts, and salts of isomers, esters, and ethers, unless specifically excepted, whenever the existence of these isomers, esters, ethers and salts is possible within the specific chemical designation: In Virginia, gabapentin is classified as a Schedule V controlled substance under section 54.1-3454. This classification places it among substances with a lower potential for abuse relative to those in Schedules I through IV.
